At the invitation of Member of the Political Bureau of the CPC Central Committee and Foreign Minister Wang Yi, Indonesian Foreign Minister Retno Marsudi will pay a visit to China from August 22 to 24, during which the two foreign ministers will co-chair the 5th Meeting of the Joint Commission on Bilateral Cooperation between the People’s Republic of China and the Republic of Indonesia.

CCTV: General Secretary of the Communist Party of Viet Nam (CPV) Central Committee and State President To Lam concluded his state visit to China. Could you share more details with us, including the major outcomes and highlights of the visit?

毛宁：越共中央总书记、国家主席苏林应邀于8月18日至20日对中国进行国事访问。此访是苏林同志当选越共中央总书记之后首次出访，中方给予高规格接待。习近平总书记、国家主席同苏林总书记、国家主席举行会谈和小范围茶叙，国务院总理李强、全国人大常委会委员长赵乐际、全国政协主席王沪宁分别会见。

Mao Ning: General Secretary of the Communist Party of Viet Nam (CPV) Central Committee and State President To Lam was invited to pay a state visit to China from August 18 to 20. This was Comrade To Lam’s first overseas visit after taking office as General Secretary. He was given high-level reception in China. General Secretary and President Xi Jinping and General Secretary and State President To Lam had talks and a good chat over tea. Premier Li Qiang of the State Council, Chairman Zhao Leji of the Standing Committee of the National People’s Congress, and Chairman Wang Huning of the National Committee of the Chinese People’s Political Consultative Conference met with him respectively.

两党两国最高领导人就深化中越命运共同体建设作出战略部署，为下阶段中越关系发展提供政治遵循。双方一致认为，共同的理想信念是中越两党代代传承的红色基因，凝结成“越中情谊深、同志加兄弟”的传统友谊。作为当今世界两个执政的共产党，中越两党要秉持友好初心，赓续传统友谊，牢记共同使命，坚持共产党领导和社会主义制度，共同促进世界社会主义事业发展，为人类和平与进步事业作出积极贡献。

The top leaders of the two parties and two countries made strategic planning on deepening the China-Viet Nam community with a shared future and provided political guidance for the growth of bilateral ties in the next stage. Both sides were of the view that the common ideals and beliefs are the red genes passed down from generation to generation between the two parties, forming the traditional friendship between the two countries that “So profound is the friendship between Viet Nam and China, because we are both comrades and brothers.” As the two governing communist parties in today’s world, the CPC and the CPV should uphold their original aspiration of friendship, continue their traditional friendship, keep in mind their common mission, uphold the leadership of the Communist Party and the socialist system, jointly promote the development of the cause of socialism in the world, and contribute to the peace and progress of humanity.

双方一致同意，在各自国家发展振兴的关键时期，要坚定沿着两国老一辈领导人特别是习近平总书记和阮富仲总书记共同确定的道路前进，夯实政治互信更高、安全合作更实、务实合作更深、民意基础更牢、多边协调配合更紧、分歧管控解决更好的“六个更”发展格局，持续推进构建具有战略意义的中越命运共同体。

Both sides agreed that during the critical period of development and revitalization in both countries, China and Viet Nam should firmly follow the path jointly set by the elder generation of leaders of the two countries, in particular, General Secretary Xi Jinping and General Secretary Nguyen Phu Trong, solidify a development pattern of greater political mutual trust, more solid security cooperation, deeper mutually beneficial cooperation, stronger popular support, closer multilateral coordination and better handling of differences, and advance the building of a China-Viet Nam community with a shared future that carries strategic significance.

双方一致同意，要保持密切战略沟通和高层交往，加强外交、国防、安全等战略领域机制化合作；拓展共建“一带一路”倡议和“两廊一圈”框架对接合作，加快推进铁路、高速公路、口岸基础设施“硬联通”，提升智慧海关“软联通”，携手打造安全、稳定的产业链供应链；以明年庆祝中越建交75周年为契机，共同办好“中越人文交流年”等系列活动，巩固两国民意基础。

Both sides agreed that it’s important to maintain close strategic communication and high-level exchanges and step up institutional cooperation in strategic areas such as diplomacy, national defense and security; expand cooperation in the synergy between the Belt and Road Initiative and the “Two Corridors, One Economic Belt” initiative, accelerate the “physical connectivity” of railway, highway and port infrastructure, enhance the “institutional connectivity” of smart customs, and jointly build secure and stable industrial and supply chains. Taking the opportunity of celebrating the 75th anniversary of the establishment of China-Viet Nam diplomatic relations next year, the two sides should jointly hold a series of activities such as the China-Viet Nam Year of People-to-People Exchanges to consolidate the popular support of the two countries.

双方一致同意，要秉持和平共处五项原则等国际关系基本准则，推动平等有序的世界多极化、普惠包容的经济全球化，维护国际公平正义和发展中国家共同利益，推动构建人类命运共同体，为促进世界和平与发展作出积极贡献。越方重申坚定奉行一个中国政策，承认世界上只有一个中国，台湾是中国领土不可分割的一部分，中华人民共和国政府是代表全中国的唯一合法政府。支持两岸关系和平发展和中国统一大业，坚决反对任何形式的“台独”分裂活动，不同台湾发展任何形式的官方关系。

Both sides agreed to uphold the Five Principles of Peaceful Coexistence and other basic norms governing international relations, promote an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization, uphold international fairness and justice and the common interests of developing countries, work to build a community with a shared future for mankind, and contribute to world peace and development. Viet Nam reaffirmed that it firmly pursues the one-China policy, and recognized that there is but one China in the world, that Taiwan is an inalienable part of Chinese territory, and that the government of the People’s Republic of China is the sole legal government representing the whole of China. It supports the peaceful development of cross-Strait ties and China’s reunification, firmly opposes all forms of “Taiwan independence” separatist activities and will not develop any forms of official ties with the Taiwan region.

双方发表了联合声明，充分反映访问成果。两国有关部门和地方还签署了党校、互联互通、工业、金融、海关检验检疫、卫生、新闻机构和媒体、地方、民生等领域合作文件，充分体现了中越命运共同体建设取得的积极进展。

Both sides issued a joint statement, which fully demonstrates the outcomes of the visit. Relevant departments and local governments of the two countries signed multiple bilateral cooperation documents on Party schools, connectivity, industry, finance, customs inspection and quarantine, health, news organizations and media, locality, and people’s livelihood, which say a lot about the progress in building the China-Viet Nam community with a shared future.

站在新的历史起点上，中方愿同越方一道，以两党两国最高领导人重要共识为指引，围绕“六个更”总体目标，增进政治互信，加强互利合作，深化人文交流，推动中越命运共同体建设走深走实，为推进各自社会主义现代化建设、促进世界和平与发展作出积极贡献。

Standing at the new starting point of historic importance, China stands ready to work with Viet Nam to follow the guidance of the important common understandings between the top leaders of the two parties and two countries, focus on the six overall goals of “greater political mutual trust, more solid security cooperation, deeper mutually beneficial cooperation, stronger popular support, closer multilateral coordination and better handling of differences”, enhance political mutual trust, strengthen mutually beneficial cooperation, deepen people-to-people and cultural exchanges, deepen and solidify the building of the China-Viet Nam community with a shared future, promote each other’s socialist modernization and contribute to world peace and development.

俄新社记者：《纽约时报》报道称，美国总统拜登3月批准了美国的秘密核战略，该战略在中国核武库增加背景下首次提到遏制中国的计划。外交部有何评论？

RIA Novosti: The New York Times reported that US President Biden approved in March a highly classified nuclear strategic plan for the United States that, for the first time, reorients America’s deterrent strategy to focus on China’s expansion in its nuclear arsenal. What’s the Ministry’s comment?

毛宁：中方对有关报道感到严重关切。事实充分证明，美国近年来不断翻炒所谓的“中国核威胁论”，不过是为自己推卸核裁军责任、扩张核武库、谋求压倒性战略优势寻找借口。

Mao Ning: China is gravely concerned over the report. As we have seen over the past few years, the US has called China a “nuclear threat” and used it as a convenient pretext to shirk its obligation of nuclear disarmament, expand its own nuclear arsenal, and seek absolute strategic predominance.

中国核武库与美国完全不在一个量级。中国奉行不首先使用核武器政策，坚持自卫防御核战略，始终将自身核力量维持在国家安全需要的最低水平，无意与任何国家搞军备竞赛。

The size of China’s nuclear arsenal is by no means on the same level with the US. China follows a policy of “no first use” of nuclear weapons and a nuclear strategy that focuses on self-defense, and always keeps its nuclear capabilities at the minimum level required by national security. We have no intention to engage in any form of arms race with other countries.

反观拥有最大、最先进核武库的美国，顽固坚持以首先使用核武器为基础的核威慑政策，持续投入巨资升级“三位一体”核力量，并公然为别国量身定制核威慑战略。美国才是全球最大的核威胁、战略风险的制造者。中方敦促美方切实履行核裁军特殊、优先责任，进一步大幅、实质削减核武库，停止“核共享”、“延伸威慑”、扩大“核联盟”等破坏全球和地区和平稳定的消极举动。

In contrast, the US sits on the largest and most advanced nuclear arsenal in the world. Even so, it clings to a first-use nuclear deterrence policy, and has invested heavily to upgrade its nuclear triad and blatantly devised nuclear deterrence strategies against others. It is the US who is the primary source of nuclear threats and strategic risks in the world. China urges the US to fulfill its special and primary obligation of nuclear disarmament by further making drastic and substantive cuts to its nuclear arsenal, and stopping nuclear sharing, extended deterrence, expanding nuclear alliance, and other negative moves that undermine global and regional peace and stability.

深圳卫视记者：日前，联合国“防止外空军备竞赛”政府专家组会议以协商一致方式达成报告。发言人能否介绍有关情况？

Shenzhen TV: Recently, the United Nations Group of Governmental Experts on Further Practical Measures for the Prevention of an Arms Race in Outer Space (PAROS) formed a report by consensus. Could you share more information on that?

毛宁：防止外空军备竞赛、确保外空用于和平目的，是国际社会长期以来的共同呼声。多年来，中国积极倡导采取切实措施防止外空军备竞赛，推动尽快启动相关国际法律文书谈判，得到广泛支持。

Mao Ning: Preventing an arms race in outer space and ensuring the peaceful use of outer space has long been the common aspiration of the international community. For years, China has been vigorously advocating the need to take concrete measures to prevent an arms race in outer space and start negotiations on relevant international legal instruments at an early date, which has gained extensive support.

日前，中国参与推动成立的联合国“防止外空军备竞赛”政府专家组在日内瓦召开会议，中、俄、美、英、法等20余国政府授权专家展开了为期两周的深入讨论，并协商一致达成报告，就应对外空安全领域威胁挑战提出系列建议。这是联合国框架内围绕“防止外空军备竞赛”达成的重要共识性文件，对推进全球外空安全治理具有积极意义。这充分表明，“防止外空军备竞赛”的必要性已深入人心，国际社会可以就维护外空安全问题达成共识。中方愿以此报告的达成为新起点，携手各方为外空全球治理作出更大贡献。

The UN Group of Governmental Experts on Further Practical Measures for the Prevention of an Arms Race in Outer Space, whose launch was partly initiated by China, had a session in Geneva recently. Experts with government authorization from more than 20 countries including China, Russia, the US, the UK and France had in-depth discussions over two weeks and formed a report by consensus. The report put forward a series of suggestions for addressing the threats and challenges to outer space security. This important consensus-based report on “PAROS” reached under the framework of the UN is conducive to advancing global governance on outer space security. It fully shows that the necessity of “PAROS” has been widely endorsed by the people, and that it is possible to reach consensus among the international community on safeguarding outer space security. The report marks a new starting point. China is ready to work with all parties to make greater contributions to the global governance on outer space.

彭博社记者：据香港媒体报道，中方要求前往粤港澳大湾区的外国驻港领事官员提前10天向中国政府提出申请。请问中方能否证实，外国驻港领事官员须提前申请，才能前往粤港澳大湾区，包括澳门等地？

Bloomberg: Beijing has told Hong Kong-based consular officials to seek approval from Chinese authorities 10 days in advance before visiting the Greater Bay Area. This is according to a report from the Hong Kong media. Can you confirm that foreign consular officials in Hong Kong are now required to seek approval in advance to make visits to the Greater Bay Area, including Macao?

毛宁：根据《维也纳领事关系公约》和有关中外领事条约及协定，外国驻华领事官员应在所在领事机构领区内执行职务，特殊情况下如需赴领区外执行职务，应当提前征得中方同意。中方欢迎外国驻港领事机构在遵守《维也纳领事关系公约》前提下，积极履行职务，深化有关国家同粤港澳大湾区交流与合作，共享中国发展的机遇。

Mao Ning: According to the Vienna Convention on Consular Relations and relevant consular treaties and agreements between China and other countries, foreign consular officials shall exercise their functions within their consular districts, and may, in special circumstances, with the consent of China, exercise their functions outside their consular districts. Foreign consular missions in Hong Kong are welcome to actively fulfill their duties on the basis of observing the Vienna Convention on Consular Relations, and deepen exchanges and cooperation between their countries and the Guangdong-Hong Kong-Macao Greater Bay Area to share in China’s development opportunities.

记者追问：有些外国驻港外交人员同时也是其国家驻澳门代表，其职责还覆盖澳门。这类人员也需要提前获得批准才能前往澳门吗？还是说这类人员无需申请就可以前往澳门？

Bloomberg: So if the diplomat in Hong Kong would also be responsible for Macao, so their assignment is to be representative for their countries for Hong Kong and Macao. In that case, would they also need to be given approval in advance or does this fall into the category whereby this is the coverage area so they don’t need to seek approval?

毛宁：我个人理解，外国驻华领事官员在领区内执行职务不需要提前申请或得到批准。

Mao Ning: According to my understanding, foreign consular officials in China don’t need to seek approval in advance in order to exercise their functions within their consular districts.

法新社记者：今天在台湾举行的地区安全论坛上，赖清德称中国试图对外扩张“威权主义”。美国前驻联合国大使和日本前首相也将在论坛上发表演讲。外交部对此有何评论？

AFP: At a regional security forum held in Taiwan today, Lai Ching-te noted China’s growing authoritarianism abroad. The former US ambassador to the UN and the former Japanese prime minister will also address the forum. What’s the Foreign Ministry’s comment?

毛宁：世界上只有一个中国，台湾是中国领土不可分割的一部分，台湾问题纯属中国内政，不容任何外部势力干涉。

Mao Ning: There is but one China in the world. Taiwan is an inalienable part of Chinese territory. The Taiwan question is purely China’s internal affair which brooks no external interference.

民进党当局一贯打着各种幌子混淆视听，搞“台独”分裂。但是无论他们说什么、做什么，都改变不了两岸同属一个中国的事实，阻挡不了中国终将统一的历史大势。

It is the DPP authorities’ go-to tactic to mislead the public and engage in “Taiwan independence” separatist activities under all kinds of pretexts. However, no matter what they say or do, the DPP authorities cannot change the fact that both sides of the Taiwan Strait belong to one and the same China, or stop the historic trend that China will achieve reunification.

Would the Foreign Ministry consider the game an “ambassador” for China and what broader diplomatic gains would you expect from this development?

毛宁：我不了解电子游戏，感谢你让我关注到这款游戏。从名字看，这款游戏取材于中国古典文学名著《西游记》，我想这反映了中国文化的吸引力。

Mao Ning: I do not know much about video games, but thank you for drawing my attention to this game. The name of this game suggests that it is inspired by the Chinese classic novel Journey to the West. I think this speaks to the appeal of the Chinese culture.

法新社记者：欧盟委员会昨天表示，计划对中国电动汽车实施最高达36%的关税，并表示愿意听取中国提出的解决方案。请问中方对此有何评论？

AFP: The European Commission announced plans yesterday to slap tariffs of up to 36% on electric vehicles from China and said that it is open to “China’s alternatives.” What’s China’s comment?

毛宁：昨天商务部发言人已经就此阐明了中方的严正立场，中国产业界和商协会也发声表示坚决反对。

Mao Ning: Yesterday, the spokesperson of China’s Ministry of Commerce has stated China’s position on this. China’s EV industry and business associations also voiced their strong opposition.

我想强调的是，这起调查是典型的保护主义和政治主导行为，无视客观事实，罔顾世贸规则，违背历史潮流，损害欧盟绿色转型进程和全球应对气候变化的努力，只会损人害己。我们敦促欧方立即纠正错误做法，停止将经贸问题政治化、工具化、武器化，切实拿出诚意，同中方相向而行，加快探讨妥善解决方案，避免贸易摩擦升级，避免影响中欧之间的互信与合作。中方将采取一切必要措施，坚决捍卫中国企业的正当权益。

Let me stress that this probe is a typical protectionist and politically-motivated move. It ignores the facts, disrespects WTO rules, goes against the trend of history, disrupts the EU’s green transition process and global effort to respond to climate change, and will harm the EU itself as well as others. We urge the EU to stop pursuing this wrong action at once, stop politicizing and weaponizing economic and trade issues, show real sincerity, and work with China to speed up discussions for a proper way to resolve this, so as to avoid escalating trade frictions and undermining the trust and cooperation between China and the EU. China will take all measures necessary to firmly safeguard our companies’ legitimate rights and interests.
